Elas no parlamento maranhense: impactos, desafios e avanços institucionais em um registro biográfico digital das deputadas eleitas no século XXI para Assembleia Legislativa do Maranhão

Abstract

This work consists in an applied research that analyzes the presence of state deputies in the Legislative Assembly of the State of Maranhão in the 21st century, highlighting the panorama of this participation and the scarcity of information about female parliamentarians elected to fulfill mandates in the state parliament, from the release of female suffrage in Brazil. Women who served as legislators, whose stories were made invisible. The objective is to systematize scientific knowledge and provide to various audiences access to bibliographic information on state policy with a focus on female participation, by preserving the memory of the existence of the first women in the Maranhão parliament, providing greater visibility to the topic, which currently is increasingly in evidence. Specifically, aims to analyze the participation of state deputies in ALEMA in the 21st century, map and make memory visible and evaluate public perception and the effectiveness of the media. The research assumption is the fact that patriarchal culture, to this day, influences society, silencing and disqualifying women who try to occupy these spaces of power. The invisibility of women in politics, as stated by Maria Mary Ferreira (2018), is due to the image that has been built over the centuries that women would be averse and incapable of assuming legislative positions. This behavior translates into the formation in the Legislative Assembly of Maranhão, occupied mostly by men throughout history. In the 189 years since ALEMA was founded, this is the first time that parliament has had a state deputy as president of the House. This is a milestone, whose importance makes us reflect on the lack of data on pioneering parliamentarians in the memorial collection of the Legislative Assembly of Maranhão. Combined with this master's research, it is proposed to publish a page on the internet, linked to the official ALEMA website, with bibliographic information, in order to preserve memory by highlighting the legal advances towards ensuring women's participation in political Spaces of decision-making process in the Maranhão parliament. This investigation also intends to contribute to researchers on the topic, by facilitating access to biographical data and female parliamentary performance. The methodology used includes bibliographic and documentary research, in addition to the analysis of semi-structured questionnaires, approved by the Research Ethics Committee (CEP-UFMA) and answered by 45 people - men and women, with or without party political activity. Through them, we sought to understand the target audience's perception of the existence and performance of female legislators from Maranhão, in addition to the effectiveness of the media in the process of redefining the participation of women in politics, especially those from Maranhão. As a result of the research, it is expected to contribute to greater visibility on the topic.
