O plano individual de atendimento na privação de liberdade: um estudo a partir do Centro Socioeducativo de Internação do São Cristóvão em São Luís/MA

Abstract

This study analyzes the implementation of the Individual Care Plan (PIA) for adolescents under a socio-educational measure of deprivation of liberty, with the aim of reflecting on the content and fulfillment of the actions proposed as a pedagogical instrument, as established by the Statute of the Child and Adolescent (ECA), Law No. 8,069/1990, and ratified by the National System of Socio-Educational Care (SINASE),

Law No. 12,594/2012. The research was carried out at the São Cristóvão Socio- Educational Detention Center (CSISC), in São Luís/MA, based on historical-dialectical

materialism, which seeks to analyze reality in constant transformation. It is based on the premise that adolescents undergoing a socio-educational measure are, in essence, a product of the environment in which they live, and that their trajectory is marked by the class and race relations that make them up. The methodological procedures

adopted involved a literature review and analysis of 24 PIAs and 24 CSIC Socio- Educational Measure Evaluation Reports. The text discusses socio-educational

measures in the context of the doctrine of integral protection, highlighting relevant historical and legal milestones in the struggle to guarantee the rights of adolescents and young people in conflict with the law in Brazil, as well as highlighting the study of adolescence, socio-educational measures and deprivation of liberty, linking them to socio-educational care in the context of deprivation of liberty in the state of Maranhão. Based on an analysis of Maranhão's socio-educational policy, the study presents data on the care provided, relates this information to the National Socio-Educational Care System and the Socio-Pedagogical Political Plan (PPS) of the Foundation for Children

and Adolescents (FUNAC), the institution responsible for implementing the socio- educational program in the state. The PIA is approached as a tool for social and

political analysis, allowing us to reflect on its function as an instrument for guaranteeing rights. Finally, the study shows that the implementation of the PIA as a pedagogical tool in the CSISC, despite advances in the socio-educational system in Maranhão, still faces difficulties in its execution. These difficulties stem mainly from the lack of prior planning that precedes the agreement and effectiveness of the goals and strategies aligned with the individual needs of the adolescents in accordance with the guidelines established by SINASE.
