Abstract: This dissertation focuses on aging in the workplace, analyzing the determinants,
conditions, and impacts on the retention of state public servants in Maranhão. To this
end, we constructed a theoretical-methodological framework around the categories of
alienation, work, old age, and aging. We conducted qualitative research, using
historical-dialectical materialism as our theoretical-methodological framework. To
achieve the results of this research, we carried out a literature review, documentary
research, and field research, the latter developed through semi-structured interviews
with the research subjects: permanent and/or commissioned public servants eligible
for retirement. Initially, we point out the relationship between work and alienation,
highlighting the alienating and oppressive nature of work in the capitalist mode of
production. We analyze the historical and social construction of old age and the
impacts of changes in the world of work on older workers. Next, we address population
aging, the inclusion of older people in the labor market, and the impacts of longevity in
a neoliberal context. We identify ideological, cultural, family, and socioeconomic
aspects that affect job retention, relating them to new forms of precarious work and the
implications for older workers. We present the evolution of social protection in Brazil,
the impacts of neoliberalism on labor and worker protection, and the meaning of work
for older workers in this context. Finally, we analyze aging in the workplace, based on
the results of interviews conducted with state public servants. We conclude that
ideological, cultural, family, and socioeconomic determinants are present in workers'
motivations for remaining in their jobs, with financial determinants being particularly
important. The conditions of this continued employment are marked by discriminatory
experiences in the workplace due to ageism, except in some work environments, but,
in general, the socio-historical reproduction of old age in capitalism marks the labor
relations of the interviewees. Thus, the impacts on public servants reinforce the logic
of exploitation that transforms age into a criterion for exclusion, renders experience
invisible, and devalues workers.

Abstract: This dissertation critically analyzes the implementation of the National Program for
Quality of Life for Public Security Professionals (Pró-Vida) within the framework of the
Unified Public Security System, with emphasis on its repercussions for the mental
health of military police officers in the contemporary neoliberal context. The study is
based on the assumption that the formal existence of public policies does not, in itself,
ensure their effectiveness as social rights, considering policy implementation as a
political, institutional, and bureaucratic process shaped by rationalities, disputes, and
power relations. The research adopts a qualitative, analytical, and critical approach,
grounded in bibliographic review and documentary analysis of normative frameworks,
programs, and institutional arrangements related to public security policy and mental
health. The theoretical framework articulates contributions from the literature on public
policy implementation, bureaucracy, and neoliberalism, drawing on authors such as
Max Weber, Dardot and Laval, David Harvey, Amartya Sen, Erving Goffman,
Christophe Dejours, and Richard Sennett, among others. The findings indicate that the
implementation of the Pró-Vida Program occurs in a selective, fragmented, and
episodic manner, conditioned by bureaucratic constraints, weak interinstitutional
coordination, the absence of robust mechanisms for participation and social control,
and subordination to the neoliberal logic of managing distress. The analysis shows that
the policy tends to operate more as an instrument for administering the effects of
psychological suffering than as a structural strategy to guarantee the right to mental
health, producing a gap between legal norms and the concrete experience of military
police officers. It is concluded that the limitations of the Pró-Vida Program stem less
from its normative formulation and more from the institutional conditions of its
implementation, reinforcing the need to strengthen workers’ participation,
administrative accountability, and the reorientation of mental health policies in the field
of public security as a collective responsibility of the State.

Abstract: This dissertation analyzes the challenges faced by adolescents serving custodial
socio-educational measures in São Luís, Maranhão, between 2018 and 2023, with a
focus on the influence and hegemony of criminal factions. The research adopts a
historical-dialectical materialist approach to examine the social construction of
adolescence in Brazil, tracing its evolution from punitive legislation, such as the 1830
Penal Code, to the doctrine of full protection consolidated by the Statute of the Child
and Adolescent (ECA) in 1990. The study argues that, despite legal advancements, a
logic persists that criminalizes poverty and marginalized youth, treating social
inequality as a matter of public security. It analyzes how the State’s failure to guarantee
basic rights creates power vacuums, which are occupied by criminal organizations that
offer a sense of belonging and identity to vulnerable youth. The research investigates
the emergence and consolidation of factions in Maranhão, the recruitment dynamics
both inside and outside the socio-educational system, and the impacts of this reality
on the implementation of the measures. Finally, it examines the institutional strategies
of the Fundação da Criança e do Adolescente (FUNAC) to mitigate the influence of
these groups, highlighting structural challenges such as overcrowding and policy
discontinuity, as well as the need for intersectoral actions to ensure effective social
reintegration and break the cycle of violence.

Título: Política pública educacional quilombola em Itapecuru-Mirim/MA: uma análise a partir da perspectiva das lideranças quilombolas (2019-2024)
Autor: COELHO, Larissa Carvalho

Abstract: The quilombola communities of Itapecuru-Mirim/MA experience historical conflicts related
to racism, institutional invisibility, land disputes, and the denial of their ways of life. In the
field of education, these communities have been demanding public policies that respect their
ancestry, culture, and self-determination. This study focused on the central research question:
to what extent does the quilombola educational public policy in Itapecuru-Mirim meet the
demands of quilombola leaders? Its general objective was to analyze the quilombola
educational public policy in the communities of Itapecuru-Mirim/MA based on the demands
of these leaders. The specific objectives were: to discuss the historical trajectory, contexts,
and achievements of the struggle of quilombola communities for specific school education in
Brazil; to understand which demands guide the struggle for quilombola school education in
the communities of Itapecuru-Mirim/MA; and to investigate the scenario of quilombola
educational public policy in Itapecuru-Mirim in light of those demands. The study is justified
by the urgency of listening to quilombola voices in the formulation of educational policies,
recognizing them as political subjects who produce their own knowledge and resist the
coloniality of power and knowledge. The theoretical-methodological framework articulates
Marxist historical-dialectical materialism with the decolonial approach, to understand
capitalism, coloniality, and racism as oppressive systems over quilombola ways of life, and to
highlight the struggle for education as a political act of resistance. This is a qualitative
research, complemented by quantitative data. The study used bibliographic research,
documentary analysis, and fieldwork, the latter through semi-structured interviews with
quilombola leaders, quilombola teachers, and a staff member from the Maranhão State
Department of Education (SEDUC/MA). The findings show that the three main demands
made by quilombola leaders in Itapecuru-Mirim are: the valorization of the transmission of
elders' knowledge through oral tradition and the inclusion of community cultural practices in
the school program and calendar; the teaching of Afro-Brazilian History and Culture; and the
prioritization of quilombola teachers from the communities themselves. Despite legal
advances achieved through the struggle of quilombola communities, educational policies have
not sufficiently addressed these demands. As such, the quilombolas of Itapecuru-Mirim
continue to fight for an education rooted in their ancestry, territory, and collective identity.
